The Recreational Therapy Licensure Act was established by the North Carolina General Assembly to protect the public health, safety and welfare. It is therefore the responsibility of the Board to discipline licensed practitioners due to incompetent and/or fraudulent behavior(s). The Board relies on both licensees and members of the general public to report potential violations of the NC Recreational Therapy Licensure Act, the Rules and/or breach of the ATRA Code of Ethics. The Board will review all Complaints and/or Incidents involving licensees. A complaint or Incident report form must be completed and signed. If a determination of violation has been made by the Board, disciplinary action(s) will be taken (all disciplinary action(s) are posted on the Board website ( for one year.)

How do I report a complaint, disciplinary incident or grievance to the Board?

All complaints about licensees or those who may be practicing Recreational Therapy without a current license shall be filed with the Board Office. These complaints should refer to a violation of the laws or rules, unsafe or fraudulent practice.  The Complaint Form is located under Documents and Forms section on the home page.

Procedure for filing a Complaint or reporting an incident:

The complaint must be submitted in writing, and delivered to the Board Office by scanned report in emaill, mail, private carrier, or in person. Board Staff is unable to accept complaints submitted by fax or voice mail. Complaints and/or Incident Reports shall document the following:  name of the licensee, school, or other person(s) involved; a description of the alleged behavior or incident; and the name, address and phone number of the person filing the complaint.

Action on a Complaint or incidents:

The Board shall process complaints, conduct investigations, hold disciplinary hearings, and issue disciplinary sanctions according to the formal procedures listed in Section of the Rules. While under investigation by the Board, a complaint is a confidential.  Decisions of the Board, becomes part of the permanent file of the licensed practitioner and is public record. Any violations by a licensed practitioner are posted on the NC Recreational Therapy Board website for 1 year.

Disciplinary Incidents involving LRTs or LRTAs:

All disciplinary events involving LRTs or LRTAs must be reported to North Carolina Board of Recreational Therapy Licensure (NC BRTL) within 72 hours of occurrence.  A written Incident Form describing the facts must be submitted to NCBRTL.  The Board may investigate the incident through interviews with licensee, supervisor and/or other individuals involved in the incident.
